This text is the results of a dissertation completed and presented to committee in 2013 by Dawn D. Boyer, Ph.D., as part of the Doctor of Philosophy requirements from Old Dominion University, Norfolk, VA. This specific research project was a ground-breaking study, searching for specific and unique topics that primarily only Human Resources Practitioners HRPs would need to enhance or fulfill minimum competencies within the United States Federal (or state) Government Contracting industry at the management level. The initial literature review (see Chapter II) indicated this type of research had never been completed before. There were no identifiable Knowledge, Skills, or Abilities (KSAs) in any university degree program, certification program, nor trade organization training offerings within the USA that covered this topic. The purpose of this study was to determine if a unique set of KSAs were required of HRPs in federal-level Government Contracting companies in the United States. The study results conclusion was that is was possible to identify additional and unique topics and sets of HR-related KSAs vital to optimum performance for minimum competency within a government contracting environment. The results of this study will enable the creation and development of GCC and HR-related training or education curriculum for HRPs interested in moving into or currently working in GCCs. This curriculum can be instilled at the University level or within training programs for the HR field within trade organizations or special certification offerings. The study results provided additional parameters and KSAs for job descriptions than can also be used for HRP recruitment within GCCs and/or for job descriptions related to HRP promotional opportunities.
